You need to click on one of the preview options, and then scroll the page for the button to become visible. The container .component-visualizer and this paragraph, .to-be-deleted, are only here to enable the button to show, so that you don't think you're getting an empty component.
You can delete the paragraph and replace it with your own page content, and the outside container (.component-visualizer) can be edited and tweaked as you want it. The min-height of 120% is just a reminder that you need to have the page long enough to enable scrolling at all. If you have enough contents outside of that container, you may of course reduce the min-height, or set it to 'auto'.
