If you have a paragraph or some other element that you want to stand out from the rest of your content, you can use these rules to frame it. They are not actual 'rules' but 'div's that can be tweaked a bit more than the 'hr' rules. There is a small script doing the 'magic', and the rest is achieved by using CSS.
If you have content between those rules, like you see in the example, you need to give the holding container a min-height of at least the height of the image plus possible top and bottom padding and margins.
